Bill was born (Frank William Garrett Jr.) April 17, 1947 In Charlotte, N.C. He graduated from Carolina High School in Greenville, S.C. After working in his fathers business and with Vietnam escalating he began a 20 yearAir Force career in 1969. His college experience was varied through courses offered on military bases primarily through the University of Maryland.
