Flo Fitzpatrick was born in Washington D.C. and wants to announce to anyone who'll listen that "it's a District not a state, and consequently doesn't issue state birth certificates." ( She's run into problems when moving from one state to another trying to prove her identity at the local Dept. of Motor Vehicles. It does not make her happy.)
