Healthcare insurance plan ideas; I think companies should take their total costs for company sponsored employee insurance and distribute it as insurance allowances.

My thoughts on healthcare insurance.  I would like to see a large company take the ideas below and take a chance.

Independent insurance policies, not company pooled plans

Instead of companies having pooled plans, they should give allowances to employees to go towards insurance policies and offer payroll deduction.

This will allow people to keep the same insurance, so no problems with prior conditions.

The allowance should be some averaged amount between individuals and families taking all costs the company used to pay for insurance into account.  Two income families will be able to contribute to an independent plan.  If someone is no longer employed with a company, it has no effect on their insurance plan.

The allowance can only be used for insurance purposes which will get more people insured.  If a person's insurance costs are less than the allowances received, then some concession such as time off could be offered to make things equitable between single employees, single income family employees, and multiple income family employees.

Deals could be made by companies to have a preferred insurance company for rates and acceptance of new employees.  This will benefit young people as they go off their parents plans as well as offer someone the chance to change insurance companies when they go with a new job if the rates are better.  The deal should include exclusion of pre-existing conditions.

This is a very crude proposal.  Any thoughts?
