This is NOT a new stamp - At the time 9/11/01, the American public did not have a CLUE as to what this stamp represented. I PERSONALLY STOOD AT THE COUNTER AT JOHNS HOPKINS POST OFFICE AND SOLD THEM !!!
People bought them - WHY? - because they were PRETTY & NEW - NO CLUE !!!
