Prisons are about safety

Penal institutions should be about public safety, not money.
The United Kingdom is still using an old solution to an old problem concerning its prison population. It ships prisoners overseas. One such destination is Thailand. It seems to work for the British taxpayer and politicians.
Given our nation's economic times, I can see shipping prisoners outside of the USA only as a plus. It would also serve as a deterrent for future career criminals.

It may cost less to maintain prisons and inmates, but the risks still remain that these convicts are able to "relocate" back to the US after bribes and manipulations are accomplished. As you said, prison is about safety, but using other countries as "dumpsites" for these unwanted persons never guarantee that purpose. You don't know Asia.
