PROTOCOL: Before Disaster Strikes

This article will most likely continue on in several parts. The number of parts are not yet determined, but it is projected, so far, to be sub-divided into three.
I'll open this with just a brief on a gentleman named C. Legrone of New Orleans, Louisiana. To some, this may be categorized in the vein of a "blast from the past," but what's so regarded now affects several million people from the Northeast of Texas to Southeast America on through as far the Northeast to the state of New York.
Just the same, Mr. Legrone is from the " Hurricane Katrina" era (2005). The nutshell of the situation is that he and his wife paid a residential contractor, reportedly, a cumulative amount of $30,000.00 to rebuild their home, and to "iron out" the property's surroundings.
Turns out that, for all the $ 30,000.00, the contractor produced no relative or complete results. In spite of the enormously gut-wrenching and heart-ripping impact of the Katrina episode, the contractor didn't keep his commitment. In other words, the contractor, hardly did any work, then told the Legrones to "go to hell!"
April 27, 2011, more than 300 people are reportedly killed, thousands maimed and injured, and millions made homeless, from an unrelenting barrage of massive over night tornadoes.
The hardest hit are Alabama, Mississippi, Tennessee, Georgia, Virginia, and Kentucky. But, other hits which suffered only massive property damage were as close as Northeast Texas to as far as the State of New York.
But, do you know something? This is like "Katrina" all over again, because, if you haven't heard, you'll more than likely hear, of all the people scammed, ripped off, or otherwise conned by dishonest relatives and contractors.
A major reason in these cases is that our government still has no intact protocol for preventing these things from happening in the midst of all the strife, desperation, and panic among the indigenous citizens directly affected.
The "heads up" of the situation is this:
Within the next few months, you're going to hear of the pillage from just this most recent massive multiple- tornado strike.
Then, within the next year, you're going to hear more of it.
Inclusively, within the next few years, you're going to hear it even more.
Although HGRB Services is gamely positioned and active informing our homeowners and homerenters relative to ways and means to counteract residential contractor fraud, situations of natural disaster, require government intervention, planning, and coordination .... on all levels.
Presently, it doesn't seem as though our government, from the highest level to the lowest, has any true established protocol to deter and to address issues of preventative and actual rip off of our private home dwellers .... in the midst of disaster .... and, after the fact.
