Dog Rescue or Not?

A week ago, my husband and I went out for our 2 mile walk together. Chained to a tree (humanly of course) there was a Golden Lab, maybe a mix. Can't really be sure but he was older, bones visible somewhat, about 110 lbs. Yes, he was a large dog, and looked very friendly. We stopped by and took a look cause he was pretty close to a busy intersection and there was no one with him. As soon as we stopped by dog and started peting him, a woman came up to us.
She thought he was our dog. Mainly we discovered that he'd been tied to tree for over an hour so far, and with no water and it was pretty cold too, so she intended to call the pound. We told her not to. We'd stop in a few stores and try to find owner. As soon as we entered the first store the owner showed up, and took him away. All was well we thought, but on our way home, on the other side of the intersection, we saw the dog again chained to another tree. (although chained he had a blue collar with rabbies medalion on)
I'm not sure why we did this but we decided to go back in an hour and see if he was still there, and you know, he was. We gave him water and some dog biscuits, and we were thinking that if we couldn't find owner we'd take him home, etc., etc....Okay, the dog looked like the big fella we lost to cancer a year ago. So, we were acting a bit strange.
Anyway, the owner once more showed up, and took him away again. We talked a bit. And he took the dog away again. Of course, we later took the same street the gentleman had taken the dog, just to make sure he wasn't going to get chained to a third tree on the other side of the busy intersection. We couldn't find him. And you know, that dog reacted quite lovingly when he saw the man, so, we weren't awfully concerned. We're just not use to seeing a dog chained to a tree for about 2-4 hours without water and looking very much abandoned. Obviously we weren't the only ones.
What can I say, it was just one of those weekends, running around, seeing the past and wanting to capture it again. I wonder if that will be our calling in years to come...being a part of a dog rescue group. *shrug* Who knows?
