"The Psionic Man" is a science fiction novel authored by Donald H Sullivan.
Storyline: Three groups of space aliens have entered the solar system. Two groups are at war with each other, fighting for control of Earth's valuable minerals. The minerals are nearly depleted in the home worlds of the warring aliens.
A third group of aliens is far more powerful than the other two. The third group sympathizes with Earth, but they cannot help Earth because their laws forbid them from interfering with other cultures.
The leader of the third group discovers a few Earth people with latent psionic powers. He awakens the powers in one of the people in an attempt to help Earth, but his superiors relieve him of his command when they discover he has broken the non-interference law.
The Earthman with psionic powers, Al Rice, is left to deal with the the impending invasion by aliens--who are also psionic. His only advantage is that the aliens have not yet learned that he, too, is psionic. But when they do learn, Al--and Earth itself--is in deep trouble.
Al tries to locate the few remaining Earth psionics as allies, and in his search he comes across the lone survivor of a group of aliens who crash landed on Earth in ancient times. What he learns from the survivor is astonishing beyond belief.
