Design
If the design is pleasing to view, quick to load, and easy to navigate, a site will be more attractive to visitors, and encourage them to return. A recent poll by the Web Developers Virtual Library found that over 53% of visitors were encouraged to return to a site because of its' visual appeal. Only 7% said that the visual appeal of a page didn't affect whether they returned.

Content
However, they will only return if there is interesting content that is updated frequently. Only you can judge what will interest your target visitors. Only you know how much of the content you can provide yourself, and whether to include relevant content from other sources.
