A story about a police detective that was transfered to side step his promotion. His new precinct demotes him even more to investigating traffic violations, here he comes in contact with a new sub-culture of drivers, that leads to an investigation which ultimately leads back to corruption in his precinct where accidents were set up to cash in on the insurance industry
Officer Binks is in line for a promotion, little does he know about the journey that lies ahead. This meeting with is chief is about promotion. He is well qualified but a little to easy going.
After a meeting with his Chief who gives him the impression that to roosters cannot rule the roost, he is tells him that he is transferred to another precinct. Reluctantly he takes the job.
He meets the new chief, there is an obvious clash between then, one not of career and ambition but one where he must be in a position to not see the true nature of the department. His job is to investigate traffic complaints
Driving home one night he witnesses the deliberate running of a red light that leads to an accident which later claim the lives of the victims, he charges the motorist with murder, his chief thought that was a bit severe, asks him to change the charges, he refuses, this leads to his firing from the department
He opens his own detective agency and his first case was to investigate a suspicious accident, with no money to pay his rent he takes the case, he also enters a killer fencing competition with the hope of winning monies to pay the rent on his office.
His investigation of this accident leads to the discovery of a crime ring that deliberately plans, sets up and executes traffic accidents and pockets from them, this leads back to the Chief’s office. The situation brings threats to his life, the almost destruction of his office, when he realize that the situation is to large for him, the FBI is called in.
Through his skills he was able collaborate with the FBI and bring down a blue color mob, in the end he was made Chief of Police
