Before you start looking for people to follow on Twitter, it's good to put out three or four interesting and engaging tweets. One of them could be, " I'm just starting on Twitter. Looking forward to the experience." This let's people know that you're a beginner and they'll be more apt to follow you. Put out a couple more tweets to tell others what you're about.
Why? Because when you click on the "Follow" button to follow someone on Twitter, they will receive an email telling that you are following them.
Most of the time when they receive the email, they will click on the link in it that takes them to your Twitter page. They'll go there to see if they want to follow you back. If your page is empty, chances of them following you are slim. If your page contains a few interesting tweets, your chances of converting them into a follower are much better.
