What always amazed me was Pentagon and GPO's off hand handling money for war and then creating classes for their infirm Veterans.
It shouldn't any difference, returning soldiers should have Universal Health Care. If there they haven't the money...well, always they can restrain to open another war can of worms.

I don't see any difference as to income level for qualification. I was recently in the VA hospital here in Atlanta. The care was good, but I wouldn't go there if I was just sick, what a mess!
