this is interesting to say the least, and I don;t find you paranoid at all.
I would ask to see a vacant upstairs apartment pretending you want to move,
or have a friend do this for you & you both go together to look at the vents.
Go when it is dark out too, so you can have a better chance
of getting a glimse of light from
the person below the vacant one...
providing someone lives there I suppose.
lastly...contact a private eye and ask them for advice or hire or where to shop
for some sort of detector?

People at the Holiday Inn back in the day peered at people through room mirrors-
so you're not crazy...you have valid concerns

But I am certain that the builders code does not allow shared vents.
Simply for the sake of privacy or its invasion.
But this does not mean you are not being intruded upon.
