"Where is the famous inter-agency cooperation we were going to have after 9/11" Most of this was concentrated and used up in spying on Americans. You recall the FEAR, FEAR and more FEAR we had until November 4, 2004? We had cooperation on spying, we had cooperation on fear but it was not needed after the start of a second term. Why would it? Bush was unable to run for a third term.
