If this was in regards to a bond hearing (I don't know the details) the prosecutor would make this statement to prevent bond from being considered. I agree, this is a horror and anyone who would commit such a crime is dangerous. Our system has a tendency to let dangerous people walk the streets unless you object. This would be the prosecutor's job to remind the judge, this person could be a danger to others. Thank you for this informative blog post.
