It seems that it is easy enough to become one, for a while at least. What makes it even sadder is the fact that there are a few gun manufacturers who supply high powered ammunition to young people in poor Nations for the sole purpose of having them kill one another. Why? It makes it easier to overthrow the Country when most of its young men are already dead. That goes for the Somalies as well. Sad, and brutal world we live in. In Him, J'nia

As a military man I don't see the arrest of pirates as a deterrent, it only induce other pirates to demand their freedom in exchange for the lives of captive seamen.
Eliminate the pirates by destroying their boats and killing the one on them.
That is a deterrent, when the world play their game with the same No Rules.
But that's me. Sorry
