Gosh, I blogged on this very topic yesterday, so you can see it's a common concern.
Buy or get at the library, "Writer's Market." The periodicals indicate what their preferred word count is. "Country Woman" says 750-100; "Plowshares" says 300-6000! So you never know who wants what without their submission guidelines (often online) or in the Writer's Market book. Good luck!
