If a male can run 100m in 9.8s and a female in 9.7s then the female is 2nd best. Why should we pay equal money for 2nd best? It's simple, really.

The figures I made up - I don't care if the difference is s microsecond - second best remains second best. Otherwise we'd be paying equal money to disabled athletes.
