U.S. lagging Behind.

Although the U S.. has narrowed the use of capital punishment to exclude the mentally retarted and non adults, it still lags behand much of the world, being the only advanced Western country to retain the death penalty.

This goes against a world wide trend. In 1977 16 counties had abolished capital punishment. In 08 133 have, including almost all of Europe, Australia and New Zealand.
