The story involves a Venture Capitalist and a "Sleeper Cell," an agent placed into the country, not to undertake an immediate mission, but to activate at a later point in time. The novel discusses the need for an "Infrastructure Bank" to finance needed construction and maintenance of roads, bridges, water and sewer systems, waste reclamation plants, transportation systems, alternative energy start ups, and solar power projects. It gives examples of houses sinking into mine shafts in Pittsburgh, antiquated municipal water and sewer systems, the bridge collapse in Minnesota, the future need for desalination systems, automobiles enveloped by sinkholes and expected infrastructure problems throughout the world.
