A very good article that highlights a problem that few people know about. This is just one of many problem areas around the globe that are virtually ignored except in time of extreme crisis like what is happening in Nepal right now.
When people have been reduced to extreme poverty they seem to become more religious, or as I would call it, superstitious. Relying on faith, or the fate of the god or gods that they believe in and the ritualistic behavior that reinforces that faith to sustain them through very hard times. From what you describe, I can see the situation only getting worse, especially since hurricanes frequently visit that part of the globe and destroy any attempts at restoration.
The problem is clearly overpopulation that results in overuse of the land and the absentee ownership and control of resources that you describe, making things even worse.

They may be new habits of yours, but they aren't new habits of mine. (Just had to say that!) ;-) And, if water can flow by its wish, then there'll be no need or pumps for electricity to pump them. Sweet.
