The problems you write of have always been there. News reports only have recently been able to locate them and report them in a way that will give them ratings. If the issue is statistically small, then there is no reason to panic about it. It probably was statistically much higher in the past. But most people rely on rumor rather than the facts and misreading news stories create more fear than fear itself. The lion is not always at the door.
Mauritius is unique because your island has been influenced by many outside cultures who have settled or conquered the island. Your turmoils during those times must have been great. But since you became a republic, a feeling of calm and a feeling of paradise has brought the outside world in. In ways that may be disruptive to your peace and I understand that. Wealth, the ease of travel, and the Internet have magnified your troubles in recent years.
But whenever I see the word "moral" used, it sends up red flag to me. I see someone who wants to use authority to change things his or her way rather than the way they are going. Be careful of installing restrictions for your flock and country. It would be better for you to provide drug counseling for those addicted, legal aid for those caught up in the legal system, and help for the elderly who may not have family for comfort and protection. Browbeating your congregation is not the way Jesus would do things.
