The Eternal Covenant is a covenant made before the foundation of the world, before the entrance of sin between the Father, Son, and the Holy Spirit. God in his wisdom had an eternal purpose and plan, God pre-ordained that man would be saved through the sacrifice of his Son Jesus Christ. This is the only covenant made in eternity for man before the earth was created. This covenant is the original purpose of God’s plan for man.
We need to recognize that God does not fail nor do his covenants fail. Even the Mosiac covenant had a purpose (as a schoolmaster to bring us to Christ), so each covenant was a reflection of the one true heavenly plan God had made. This plan was so great and intricate that God developed many covenants to begin revealing his plan to mankind.
God knew before the entrance of sin in the Garden of Eden, that man would fall, because He is Omniscient (All Knowing); He foreknew that his creation would sin. Knowing this, before the creation of the world, God planned for this fall, by sending his Son to die for his creation. Now we realize that Jesus did not come to die immediately following Adam's sin, but the Bible does tell us that Jesus planned to lay his life down for man before the world was created. Therefore God's eternal plan would begin to unfold at the point of man's sin in the garden.
