Your brief description reads like pursuing bad dreams. Constant war certainly is a human trait that we can't seem to shake. But putting it in the sphere of alien influence has been done before highly successfully by the Star Trek sitcom franchise. Much more razzle-dazzle than reality. A whole lot of very human tragedy and angst.
