Colorful FBI Special Agent Thomas Thunder is in pursuit of a serial killer of the most unusual kind.
A serial killer is kidnapping young women and leaving their often headless bodies in public venues. The perpetrator is careful to avoid leaving traceable evidence but ritualistically inserts a signature token into each victim. This token represents the Special Agents only repeatable clue. Time is of the essence, as the perp's established pattern suggests that another killing is about to occur. The search has taken the Agent from his home office of San Francisco to the Big Apple, where he enlists the aid of an attractive but reluctant forensic psychologist, as the Bureau's profiler has unintentionally lead him astray. The association sets the psychologist up for the kind of danger that she sought to avoid by choosing to treat non-violent clients. But their relationship quickly segues to a non-professional form that threatens to subject the Agent to a world of unrelenting guilt. While the psychologist's advice proves invaluable, she could not have guessed that she, unknowingly, has been in contract with the terrifying, interstate monster.

"OK, tell me what you've got."
"That guy over there...”
"The jogger?" Thunder cut in, gesturing toward a middle-aged man crouching in the grass, his silver spandex running suit glittering in the sun.
"Yeah, him. Well, he walked into the bushes to take a piss and saw a leg stickin' out from under the brush. He looked a little farther and that's when he called nine-one-one."
"So, he's already fucked up the scene?" Thunder grumbled.
"Yeah, maybe."
"CSI been here yet?”
"On their way."
"Any of you guys been in there?" Thunder shouted to the Central Park Precinct officers.
"No," one of them replied, "been waitin' for CSI, but what does the fed want with this?"
"Don't you read the papers? We've got an interstate serial killer on the loose." He turned back to the red haired man and nodded. "But you were in there, right?"
"Yeah, guess I fucked up."
"Don’t tell me this is your first day on the job?”
“No, sir,” the officer said, hugging the crime scene log to his chest.
“OK then. You were first on scene; you did what you were supposed to do. Had to see if the vic was alive, tag evidence, tape off the area and so on. Anyway, let's have it, what'd you see?"
"The naked body of a young woman with her head almost cut off ... Shit. Now I'm gonna have nightmares for the rest of my life," he shuddered.
