Prologue
Washington, D.C. Autumn
he girl could not speak English. The man talking to her was naked. Her left eye was closed after the beating and it made seeing him difficult. The man was standing at the window, against the late afternoon light. The sun cast black shadows from the leafless elm outside; the shadows creating stripes on the bed. Beyond the elm was the United States Capitol a quarter mile away, its dome shining in the autumn light. “Por favor,” she said in a low voice that was soaked in fear. “What’s that? Say again.” The man smiled. “Honey, I can’t understand a damn word you say.” “Por favor. Ayuadame.” Please. Help me The man waved a vodka bottle toward the Capitol. “See that, Sweetheart. That’s the most powerful building on the face of the Earth. Not a damn thing happens there that I don’t make happen. I’m one big swingin’ dick around here.” He looked at her with the eyes of a religious fanatic. “Not one damn thing.” The girl was sixteen. She was just under five feet tall and weighed something less than ninety pounds. “¿por qué haces estas cosas?” Why do you do these things? The man stood at the window and looked at the dome of the Capitol. “Yes, sir. I’m a big swingin’ dick.” He turned to look at the girl. “And I got you, bought and paid for.” T

The girl pulled a pillow over her nakedness and shrank back against the headboard. “Por favor, que me ayude.” Please, help me. The man was in his early sixties and his backside was as droopy as his manhood. He was pale and pasty with moles on his back. His hair was white and worn long for the current style and combed back over his ears. He had the look of an aging country singer who had been drinking on the bus too long. “You got it good, girl. You make me happy and I’ll make you happy. Hell, we all have to do things we don’t like to get what we want. Ain’t that right? You do me and I’ll make sure you get all the fritos and beans you can eat.” He smirked at her as the bullet came through the window and lodged in the wall a foot above the girl’s head, spraying plaster dust into her black hair. The door to the apartment slammed open as a dozen police officers and three F.B.I. agents rushed in, guns drawn, yelling “Everybody down!”
