Robert Moore is an industrious Leader, Police Community Relations Consultant, a renowned Police Writer, and Author. He is a Social and Criminal Justice Reformer who has served at every level of government in the criminal justice system County, Municipal, State and Federal levels of government’ rising to the level of Deputy Chief of Police, United States Marshal and Chief of Police. The author presently serves as Chairman of Criminal Justice Committee for the State of Illinois NAACP branches. As a Police Community Relation Consultant he is training citizen how to avoid confrontations with police. His success in providing leadership to teams, committees, organizations and cities is well documented. Moore has a bachelor degree and master degree from the University of Illinois at Springfield. Moore has written articles for numerous police magazines, including his nationwide manuscript “Strategies for Increasing Black Police Executives,” published by the U.S. Justice Department in the FBI Law Enforcement Bulletin May-June 1983 issue. Moore is also the author of the historic book The Presidents Men: Black Marshals in America. He is an independent historian and writer for the website Blackpast.Org. While serving as the Chief of Police for Jackson, Mississippi, Moore was appointed by the Mississippi Governor to the Commission on Pursuit Driving; was also selected chairman of the 15 member commission and conducted state wide hearings on the issue of pursuit driving. Moore recently served on Springfield Mayor Jim Langfelder’s selection committee, to select the city’s present Chief of Police. He participated in city wide hearings to gather information from the community on the profile they wanted in their chief of Police. He is a trained Police Chief Assessor. As the lead Assessor for the Land Of Lincoln Chapter of the National Organization of Black Police Executives conducted an eight month contractual study of the Springfield Illinois Police Department and made recommendations on improving minority recruitment, retention, career development and police community relations.

He is the recipient of the National Organizations of Black Law Enforcement Executives,Lloyd Sealy Award, two United States Marshals distinguished service awards, the FBI Directors Community Leadership Award, a humanitarian award from the University of Illinois and several awards from the NAACP.
