Dr. Soeken is a social worker with 40 years of professional experience in the multidisciplinary areas of practice, research, and teaching. PROFESSIONAL CREDENTIALS AND ASSOCIATIONS ·       A retired 06 Captain in US Public Health Service, from 1967 to 1994 ·       Founded Integrity International/Associated Mental Health Specialties to meet the counseling needs of whistleblowers ·       A licensed certified Social Worker (in Maryland, and West Virginia) and Diplomat of the National Association of Social Workers. ·       Holds a theology degree from Valparaiso University, an MSW from Wayne State University, and a Ph.D. in Human Development from the University of Maryland. ·       A member of the Commissioned Officers Association  of the United States Public Health Service, life member of the Military Officers Association of America, and life member of the Disabled American Veterans. In response to a strong demand for expert testimony, Dr. Soeken arranged for volunteer consultation this year to about 75 whistleblowers throughout the United States.  Even so, many of cases cannot be handled due to insufficient resources.  WSCA receives no funds from settled cases and relies primarily on donations from individuals. HONORS AND AWARDS RECEIVED

· Retirement Certificate from the United States Public Health Service Awarded the testimonial as an acknowledgement of duty faithfully performed over a period of 26 years, signed by the Surgeon General, Jocelyn Elders, January 1994.

· First recipient of the Jack Otis Whistleblower Award presented by the Research and Education Fund of the National Association of Social Workers, October 1994. The award recognizes social workers who confront unethical practices at personal risk.

· 1993-94 Valparaiso University Alumni Achievement Award for outstanding achievement in chosen career, November 1993.

· Lifetime Achievement Award for work with persons of integrity from the National Association of Social Workers, 1991.

· The Psychiatric Institute Foundation, ‘Mental Health Achievement Award for Legislation’ in recognition of sustained efforts to improve the mental health of the residents of metropolitan Washington, D. C. 1985.
