Dr. Soeken is a social worker with 40 years of professional experience in the multidisciplinary areas of practice, research, and teaching. In response to a strong demand for expert testimony, Dr. Soeken arranged for volunteer consultation this year to about 75 whistleblowers throughout the United States.  Even so, many of cases cannot be handled due to insufficient resources.  WSCA receives no funds from settled cases and relies primarily on donations from individuals.
