Converting Gaza from a devastated virtual prison camp into a prosperous vacation Mecca as suggested by the United States and Israel is a good idea except for one thing; that is, the displacement of all of its residents during the construction.

Instead, temporary housing should be set up for displaced residents to live and be trained to do the massive community and resort construction along with support systems themselves, the project to be funded by international investment, with initial titles to be held by Gazans.

Around two million Gazans are left scattered around. Many may not return given incentives to work elsewhere including shares in joint stock company if qualified. A million industrious Gazans will probably come and stay to work in construction and in businesses serving core industry. Musk should know how to do this, and he would be wise to invest at least $50 billion in seed money.
