Russia and China are not willing to impose sanctions on Iran, while the other four member countries are working towards coming up with some strict sanctions. Have sanctions worked in Cuba all through these years? Probably not, but Cuba would probably have been in a better economical condition had it had friendly ties with the United States. Sanctions will definitely hurt the Iranian people and not the "Guards", or the privileged mullahs who rule the country.
