This is the tip of ice berg

From the peace day celebrations in Somalia we have learned that poverty is the source of divisions and conflict in Somalia. When we want to conduct a certain activity or celebrate for an important event we have to seek funds from donors who request us to comply with their mandate of operations which means money can not be spent on anything other than the purpose for which it has been released. Secondly if you were told to repair the windows you can not as well maintain the doors or if you were given the money only to feed the child you can not give anything to the starving parent. You should only support the child in isolation. Some agencies go to the extent that you can not extinguish fire in the roof because the emergency funds they provided you are intended only to protect the iron bars in the building. Diverting funds to avoid other structures from being licked away by the fire would warrant suspension of aid from you because you operated outside the boundaries of the agency's mandate.

In religion we have the same problem. Some arab donors only give money to build mosques even to areas where we already had many mosques. We can not divert this money to building clinics or digging wells even if the situation of the settlement is desperately grave. We have no right to plan our projects so as to categorize our needs in accordance with our priorities. The whole country is in great programming mess which needs utmost attention to avoid incurable disintegration of the already dismantled fiber of this nation. some places have more services than its neighboring settlements and this invites conflict as those who have services in shortage wil attack those who have them in excess. Now just have a look at the Peace Day celebrations in Somalia which was participated by all sections of the somai people. They were held in different locations and sometimes in many places within the same location. Do you know the reason? Celebration funds were mainly provided by donor agencies or International NGO's with strict provisions as to how the money would be spent. Needless to mention there are some groups who raised funds by themselves to celebrate the peace day in Somalia. and one positive step that came out of this important event is the handshakes taken place between Barre Hiiraale of Jubba Valley Authority and General Morgan who met at the Amira Hotel in Mogadishu to observe the importance of the peace day celebrations. We are a nation which only waits to recieve but not able to produce or plan its projects to respond to its needs. we are a nation supported by donors. And the funds are dividing us as we do not have a government through which money could be channelled
