Who is Mickey Spillane?

A sign of my own ignoarance
Some reviewer compared me to this generation's. Excuse my ignorance but who is Mickey Spillane? Is this a compliment (say comparing one to Hemingway or Philip Roth) or is this an insult (say comparing one to James Patterson)?
