Intelligence is usually measured by how well people use what they have learned in life, not how badly. If they use it in a progressive manner they are perceived as forward thinking and intelligent. If they use it badly, they are thought of as ignorant and regressive. In others words, returning to an earlier less developed condition or way of behaving.
