According to an article in The “Guardian” online news group written by author’s Jon Swine and Clara McCarty, dated January 8, 2017, they report that young black men were again killed by police at a sharply higher rate than other Americans in 2016. This disparity intensified concerns over the expected abandonment of criminal justice reforms by Donald Trump Administration. The data gathered by the “Guardian” indicates that black males ages 15-34 were nine time more likely than other Americans to killed by law enforcement officers in 2016. Due to the numerous shooting of black youth and men since 2014, the author,Robert Moore, began to search for an effective way to have a lasting impact on the problem of traffic stops and other police encounters that lead to questionable police shooting of black citizen. As a black law enforcement executive who served this nation at every level of government county, municipal, state and federal the author felt frustrated, helpless, and an urgent need to involve himself and other in finding a solution to what appeared to him, to be senseless killing of black youth and men. Those encounters frequently began with a simple probable cause traffic stop, that too often lead to fatal outcomes, which probably could have been prevented.

While serving in leadership positions as Chief of Police Jackson Mississippi, United States Marshal and other law enforcement positions, Moore developed into a strong social and criminal justice advocate for equality in the hiring, treatment and promotion of African American in police departments. The presenter wanted to find an effective video to share with the police and the African American community that would teach both groups how to avoid deadly street confrontation.
Robert Moore an acclaimed police writer and renowned author of the articles, “Strategies for Increasing Black Police Executives” a nationwide justice department publication, “Racial Profiling”, “ the first Secret Service Agent in the White House” and his self-published historic book “President Men: Black United Stated Marshals in America,” which filled in omitted history of Black Marshals and challenges Herm Cain opinion ( a Presidential candidate) that the reason Black America don’t vote for Republicans is because the Democrats have “Brainwashed” them. The Author will present a dynamic presentation on “10 Rules for dealing with the Police” and share the appointments history of Black U.S. Marshals by Republican (18 in 227 years) and Democrats presidents since 1789 which will shed light on the issue and shatters Herman Cain’s argument of why black don’t vote for Republicans Presidents.
The author/United States Marshal will screen the dynamic and award winning video “10 Rules of dealing with the Police”, which will discuss the consequences of a bad police encounter, how young black drivers unnecessarily exposes themselves to the police, how to safely handle police stops and file complaints against the police. The video has proven to be the most popular of the many video helping the police and the African American Community on improving police community relations.
The video was produced by Flex Your Rights; however, PBS Television Station WSEC in Springfield, Illinois reproduced the video to include a panel and a live audience to reach their entire viewing area in Illinois. Other organizations trained by the presenter includes, the State of Illinois NAACP Branches, the Illinois Association of Chief of police, the National Youth Council is hosting its second presentation, the University of Illinois at Springfield office of Diversity, downtown Rotary and the French speaking immigrants of Beardstown, Illinois have been trained as well as numerous other community organization across the nation.
The overall emphases of the seminar, is to instruct citizens on their basics rights under the 4th 5th and 6th amendment to the constitution when stopped by the police and how to apply those rights. Teaching citizen their rights are a new phenomenon that the narrator will emphasize and the presenter will discuss. Emphasis will be placed on participants 4th amendment rights of refusing consent searches and their right to remain silent under the 5th amendment.
The first scenario of the video will illustrate how the actor’s lack of positive and cooperative attitude and failure to remain calm, during the traffic stop, could lead to a bad street encounter. A second scenario of the traffic stop illustrated the actor’s cooperative attitude and how remaining calm allowed both, the actor and the police to go home safe following a police stop. Exhibiting and incorporating a spirit of cooperation will normally reduce the fear and anxiety from most police officers during the initial moment of the stop. One of the most important scenarios of the seminar provides information on how participants can help hold police accountable by instructing them how to file complaints against the police, if participant feel that their constitutional rights were violated during the police encounter.
The presenter will finish the presentation with and interactive question and answer session and further discuss the consequences of having a misdemeanor or felony on your record,
