The world will have to realize, whether today or tomorrow, that it is a great blunder to believe in the efficacy or virtue of jails and prison-houses. Threats and punishments never prevented sin. In order to mend matters effectually, you will have to instill knowledge, culture, living knowledge, that is what is necessary. . . . Instead of keeping jails and prisons, you will have to teach the criminals, instruct them and acquaint them with the divine laws that govern the world.”
