The problem for most people is not with making money but handling money effectively and with self-restraint
How's the economy? This question must be followed by another question: How am I managing my personal economy? Individually and collectively the heart of the matter is not whether people have more money but how they use it and what price they paid to get it and for using it, sometimes at their own peril.
Possessing or having access to material resources is the meaning of economy. Frugality is the science and art, or, we may say, a way of being and doing, with regard to being thrifty and making efficient use of material resources without lessening the quality of life and, in some instances, actually enhancing it beyond what it would have been had the person not economized. Frugality relates to "quality life," not "standard of living." A person may have a high standard of living and, at the same time, a poor, or lack of, quality life. Juxaposing quality life with standard of living, quality life wins because it is health-oriented unlike standard of liviing that is very often self-gratification-oriented.
The chief, and maybe the sole, barrier to frugality is the ego. The ego can be descriptively defined or identified by such things as, keeping up with the Joneses, behaving purposefully to impress other people, parading or displaying one's self-importance, addiction, and narcissism, the latter is not to be confused with self-love which is healthy.
Let the person desiring to be frugal ask this questtion: Who am I with - without - the stuff or things I buy to make me feel that I am loveable and worth being appreciated by others? Write down your answers. Then deliberately refuse to buy things or accept the advertisements that you are bombarded with that tell you that you are not ok without having their products.
Having each letter in frugality to represent a word, as indicated below, is one way to help the frugal-minded person to practice frugality as a lifestyle, not as an aberration. Think F-R-U-G-A-L-I-T-Y:

G-ratitude
A-ccountability
L-ivingness

T-emperance
