No, Arthur, though I agree with your lyrical definition of romance, I'm of the opinion that Victoria is sharing with us the visceral feelings of an unexpected arousal of her sexual and/or romantic emotions.
I don't know about you, Arthur, but on more than one occasion I've throughly enjoyed and actively reacted to the instance of having a beautiful young woman flash an unexpected wink at me powered by a knowing smile, all in the very presence of my unaware partner-in-life. Most certainly, those winks and smiles have been in the nature of a romantic trespass. I found them delicious even as they rudely assaulted my senses with passion. But in all candor, I passed on without acting on the "opportunity" suggested by such overtures even as I also enjoyed them.
What we're experiencing here with "You" is the beauty of poetic license. In this framework, Victoria McColley is masterful. (As expected.)
