The World Population Control Council (WPCC) convened on July 2, 2050 to make the most important decision in the history of the human race.

The earth’s population at that time was 18 billion people and it was obvious that something had to be done.

Hadley Thompson chair of the Council rose to speak.

"My friends, esteemed council members, visitors, envoys, ministers, presidents I welcome you all to this most important Council meeting.

You have all seen our white paper on the issues we face and I'll not repeat what has already been written for your review.

I will caution each and every one here that that paper, our previous discussions, and this meeting as well, are strictly confidential. Only 50 individuals on the planet, you 50, are privity to our discussions and our ultimate decisions here.

He then turned to a huge jumbo scope behind him and began to narrate the visuals.

As you know we have food riots all over the globe. In Africa, half of the major cities do not have reliable food delivery services, despite our best efforts. We see riots when the trucks even approach the cities and the foodstuffs are looted right off the trucks and 25% of the much needed foods never get to those who need that food the most. The rest of the food shows up on the black market at inflated prices, sometimes hundreds of miles away.

China, Indian, have the biggest problems. We saw suicides in India reach the 3 million mark last year. The Chinese worker now utilizes 73% of his income on food. Riots in China last year reached the 20, 000 level .This year that mark will be eclipsed.

In the area of fuel and energy, we see similar shortages. Oil production is down 25% and is being hoarded by many nations for their own needs and to protect their own populations. Naturally the price has gone up to 450 dollars dollar a barrel. Rationing is now common, lines are now miles long; people are sleeping in their cars in order to tank up.
Peak oil is upon us. It is here and has been with us for over 25 years now. No new fields of importance have been found.

Alternative fuels have helped but have not been able to keep up with population demand.

We see millions living is refugee camps, the size of cities. Some of the camps have been in existence over 25 years. Let us be clear these camps are not temporary.

We see that in Russia, the United States, Britain, Italy, France; virtually all of Western Europe have had population implosions where none of the countries have produced birth rates sufficient to replenish their populations. There are virtually no more Russians, no more Brits, and no more French etc. What population remnants there are have retreated to the country side, in enclaves, hidden away.

These countries increasingly are occupied by the immigrants from the south, crossing the Mediterranean in flotillas of small boats, looking for food, work and to get away from the riots in their homelands.

The new Europe is now their home. But they are finding that cities there have been abandoned and there is no work, and there is no food.

Ladies and Gentlemen, Hadley said, "I put it to you that this planet, we, have to act. We have to act on the Zebra plan and we have to do it quickly.
We are here today to make the necessary decisions, in addition to the actions we have already put into place.

Today is the fail safe point. Today we have to give the go-ahead order, or we could run away from all this, not act, not take action and leave this planet to the worst of fates. But if we do that, “he paused for emphasis, "we will all in the end, suffer, no one will in the end survive.

In Denver Jenny and Mark sat around the kitchen table, Jenny was saying:
” I saw on the vision screen that many couples are having problems, you know, making love."

Mark said, problems, you mean times we have been too tired. I wouldn’t make too much of that Jenny. Every couple goes through this, like a dry spell or two.

”But no Jenny said, I started faking it these last few months because I just couldn’t. Not every time but about half the time. And it is getting worse.

“Faking it” Mark said slowly. That’s interesting. I have noticed and to be honest he said slowly, I have had my problems too."

“You?” Jenny said, “What problem?”You mean you have been faking it so. I thought so. Times you said you had finished, I thought you hadn’t really.”

But Mark, that is not what I am talking about. I heard from Sally that it is not us. The population people have sprayed our air and put stuff in the water to depress sexual urges, that is going to be their solution.”

“And how does Sally know all this?"

Her sister in law, Mary is a translator at the Council meetings and one day she left the translator button on and heard everything. She was supposed to turn it off but she forgot and heard everything.

We are to be the test subjects for all this right here in Denver.

Mark’s eyes grew large.
