Victor Frankenstein's monster falls into the hands of a voodoo doctor. He revives the creature and it is more terrifying than ever.
This is not Boris Karloff's monster, but is based on the one created by Mary Shelley. Although this story takes up where Shelley left off, it is by no means a sequel.
The monster survives the Arctic and slowly makes its way south. It seizes a fishing boat from fishermen and makes its way to the Carribean. The boat capsizes near an island during a hurricane and the creature drowns.
Years later it washes ashore and is covered by sand. After many more years it is discovered by a pair of beachcombers.
It eventually falls into the hands of Dr. Ormond Thibauld, a wealthy doctor who lost his medical license because of practicing voodoo on his patients. He now experiments with making zombies of corpses using both voodoo and his knowledge of medicine.
He revives Victor Frankenstein's creature, but unlike his zombies the creature is difficult to keep under control.

"Julien, I'm now going to brief you on what we will be doing. I must remind you that you have already been sworn to secrecy."
"You need not be concerned, Doctor. You pay me well, and I am aware of the consequences for revealing anything that goes on inside this compound. Not that I would even give it a thought."
"I consider you trustworthy, Julien, and that is why I hired you away from Papa Jacque. The briefing won't take long, since you are already familiar with voodoo practice.
"The herbs that are used to animate corpses are the same herbs we will use. The herbs must undergo voodoo blessings before being prepared as a poultice to apply to the head of the corpse, and then the proper incantations to animate it.
"But instead of a poultice, I use those same sanctified herbs to make a solution that can be injected into the nape of the neck just below the skull. This procedure serves to endow the revived corpse with a measure of intelligence.
"I revived three in this manner. I gave them both oral and written tests and taught them to do both simple and somewhat complicated tasks. They have no recollection of who they once were, but they remember the language and how to do certain tasks that they did in life. I have no doubt that they could mingle with the general populace and go unnoticed.
"They move rather slowly, but they are very powerful. They lift two and three-hundred pound weights as if they are broomsticks.
"They have no desire for sleep, rest, or for any kind of recreation. After the experiments I gave them injections to deanimate them, and then for a small bribe I had them cremated. No one, including Poppa Jacque, was any the wiser."
Julien indicated the rows of mortuary freezers. "Here we have fifty-eight patients, Doctor. I am aware that you acquired them in the same manner that Papa Jacque acquires his. But..."
Thibault held up his hand. "I know what you're getting at. We are going to need multitudes, but I have thought of that. There are mortuaries and funeral homes all around the world, and they will accept bribes just as the locals do here. As the numbers increase, we will simply train some of our patients that have been revived to do the work we are now doing."
"I see. Zombies replicating zombies, so to speak."
The doctor snorted. "Call them zombies if you will, but I prefer soldiers, which they will soon be. After our campaign begins, every enemy soldier we kill will be a potential soldier for us. It will be impossible to stop us.
"We will revive the fifty-eight here, and begin training them to assist us in our work here. When new arrivals begin coming in we will be ready to start training them immediately.
"But before we begin reviving the fifty-eight, we will begin our very special project, that of reviving Victor Frankenstein's creation."
