Rod Richards gets bored and has to move or change jobs every three years (Thus the main title Three and Out). This is the first book of a trilogy involving Rod.
He and his wife move to San Franccisco where he was stationed while in the Army in earlier years and now they want to have fun. They opt to manage an apartment and get free rent beause the cost of living there is very high.
The owner of the complex does not want to put any of his money into maintaining the building and finds ways gto pocketevery dollar he can generate from the residents.
Each chapter presents the reader with a new character or a situation involving the characters. I am sure that the reader will recognize many of the folks in the book as characters they have lived with or met in the past.

Naturally sweet Esther couldn't differentiate my pounding on the thick wooden door from the machine driven contraption that was howling like crazy inside.
