In the 1950's and early 60's multitudes of sailors roamed the streets of Newport, RI. In the 1970's the Navy had relocated most of its ships to ports in the south. The Naval presence consisted of the Naval War College and a few scattered training commands. With the loss of the fleet the town fathers turned to tourism to restore the cities economy. JD O'Donnell reins as the unoffical mayor of Newport holding power and influence over city officials.The Chief of Police serves as his enforcer. A thorn in JD's side is that Patty Zalomis has made it her goal to prove that he played a role in the death of her husband Peter.* Theresa Silvia returns from the Azores and develops a friendship with Patty.
