Mr. Pennington has authored articles for the Journal of Property Tax Management, Apartment Association of Greater Dallas, Dallas Business Journal and Texas Lawyer, and teaches continuing education courses on Personal Property through the Texas Association of Property Tax Professionals.

1.5.2006 Paul Pennington was appointed by the Texas Department of Regulation and Licensing to the Property Tax Consultants Advisory Board . The board makes recommendations to the Commission standards of practice, conduct, and ethics for registrants to be adopted; setting fees; contents for the senior property tax consultant registration examination and standards of acceptable performance; and assist and advise the Commission in recognizing continuing education programs and educational courses for registrants, and in establishing educational requirements for initial applicants. The Council is composed of six members, appointed bythe presiding officer of the commission, with the Commission's approval.
