Perhaps he should be checked by the vet for his urinary tracks. Many dogs can hold it 'til you take them out for walks.
Give him a large sized cat-litter for now and places it somewhere that seems private to him, and take him take to let him smell the litter. Hopefully he gets the message.
I once used to own a small terrier dog, who goes to do his business in our washroom. All we did everyday was to put an old newspaper on the bathroom floor in one corner, he goes there everyday to do his number two. It was so convenient with the newspaper, for once he's done it, we just folded the newspaper, and threw that into the garbage; or sometimes we just picked up the newspaper and dumped the number two's into the toilet and flushed it away, then we threw away the newspaper into the garbage.
But first, the dog has to know that that is his spot for doing his business. When he does number two the next time around, scoop it up and bring it over to the newspaper in the bathroom, and showed him that he could do that on the newspaper in the bathroom.
But beware of the toilet rolls that is in the washroom, place it in a way that he cannot roll it out onto the floor, for they're curious; or sometimes, they might do that for spite if you're going out yourselves and you don't take them along with you.
