My parents had a "house by a lake." It was one of the most peaceful places I have ever been.
I think your poem is a metaphor for refugees from all kinds of calamities trying to find a safe place, a calm place in their life where they can rest and think of the life around them.
Unfortunately, quickly thrown up shelters providing basic food and water without much privacy, peace and calm for sleeping is no, "House by a lake," by any means.
