Great idea along with others that you have presented. But will those that deny, like those that don't take the flu shot because, "it causes the flu," do anything positive? Until we can educate everyone, and you are gradually doing that, we will still have idiots who treats their dogs and cats like property that can be hoarded or easily thrown away, the problem will remain.

Perhaps you should tie the owners out in the cold for a night or two with a dish filled with frozen water and no food.
