I think you nailed it...realizing that the union leadership is not genuinely interested in seeing change, deep and significant. They are interested in maintaining a system very much like what is in place (that is to say, LOTS of power for the lobbyists and special interests) with the exception that they would like to regain that upper hand for themselves.
