There is probably a kernel of truth to this but it sounds a little like something old Plato was smoking while he was standing around the water cooler. Can you imagine if there were no laws at all?

It might have worked when there were only a couple of families in the area. There was uncle Harry and he was the biggest brute around. He just had to look through his bushy eyebrows to make cousin Joe toe the line, but it’s not that way any more. Without a structure that everyone knows and agrees to it would be chaos. Would you get in your automobile and drive to the supermarket if there were no traffic laws? Wah!!!
