Trustworthiness II: Governing By "Whim"

How can we trust Congressional Republicans or Republican political aspirants when they shut down the US government over the debt ceiling limit in “2013?”
These elected leaders/aspirants then went to War Memorials in Washington, DC, and pretended that they had nothing to do with the closing of federal government services. I still see in my mind Congressman Kevin McCarthy saying “shut it down.”
Recently, this party alluded to the fact that they would shut down government again because of funding for Planned Parenthood.
Do you feel that the Republicans should have the privilege and honor of representing all US constituents in Washington when they continually govern by “whim?”
Do you feel they would govern by “whim” when dealing with adversarial World governments as they’ve exhibited by their letter to the Supreme Iranian leader?
Do you feel that we deserve better from our elected/aspiring Republican leaders?
