We had one such person who came to our town. He recieved all kinds of help, including, giving him a place to live for free. Several months later he back on the street. They had to evict him because he wasn't taking care of his apartment. A sad case.
I saw three of the kind of people you spoke of as Zoe and I took our morning walk. Two were toting bags of stuff they had found in people's garbage cans. One was riding her bike, stopping at garbage cans also. Yes, they are out there.
